‘Mission Law Education’- In 2021-22, AI Foundation, along with two other local NGOs (Vision India Welfare Trust and Sir Syyed Educational and Social Welfare Society) started an educational program by the name of ‘Mission Law Education’. 25 underprivileged boys and girls took admission in BA LLB and LLB courses. The vision of this program is to increase the participation of diverse communities in the judiciary.
Mission Law Education is an NGO program initiative, conceived in June of 2021, that aims to encourage and support underprivileged girls and boys to make a careering Law, thereby increasing the participation of students from underprivileged communities in law education and the legal profession. The program is a collaborative effort between three charitable organizations viz. Aspire India Foundation, Sir Syyed Educational Social Welfare Society and Vision India Welfare Trust. All the three organizations are registered in Delhi.
Aspire India Foundation is a not-for-profit organization registered under Section-8 of the Company’s Act, 2013 and established with the goal of development of Education, Economy, Health, Medical system, Community Participation, Human Rights, Skills, Vocational Training, and Life Skills to poor communities and groups, using various developmental approaches, while adhering to Constitutional and Educational Frameworks of India.
Sir Syyed Educational and Social Welfare Society is a not-for-profit organization established under Societies Registration Act, 1861, with the goal of building an educational movement to solve the problem of educational inequity in India, within the framework of Constitutional and Educational goals of India. Its educational development objective covers establishment of schools, career counselling, scholarship facilitation, computer education and talent search, etc.
Vision India Welfare Trust is a not-for-profit organization registered under Trust Act, 1861 of India and organized for the purposes of promoting education (through knowledge dissemination, education projects, surveys, establishing educational institutions, etc., focusing on socially and educationally backward communities), medical facilities, socio-economic development and peace and non-violence, etc.
All the three agencies have shared an informal relationship of coordinating with each other for relief and educational activities in the past, which became the reason for them coming together to launch the Mission Law Education Program jointly.
Based on the informal first year (2020-2021) of undertaking the responsibility of scouting for under privileged students and getting them enrolled in identified law colleges, the MLE project design has been conceived and formalized with major needs effectively articulated. A girl student, Ms. Sania Idrisi was the first student to be supported for law education (BALLB course) in the academic year 2018-19 by Aspire India Foundation, working in an informal partnership with Sir Syyed Educational Social Welfare Society. From here the program evolved to take the present shape of Mission Law Education.

MISSION LAW EDUCATION- PROGRAM OUTLINE

The program outline of the Mission Law Education program outlines the program target, criteria for selection of underprivileged children for admission into law course, the program strategy and activities, the implementing agencies, and the fund requirement.
Program Target & Selection Criteria: Target for the year 2021-22: Enrolment of 100 deserving students into 3 and 5-year law courses (Direct Admission). Eligibility: Marks in 12th / Graduation exams- 50%. The criteria for selection of students from Urban poor areas of NCR (National Capital Region) under Mission Law Education includes: They must come from families behind in educational status and income. Parent’s consent and support/cooperation will be very important as it will ensure successful completion of the course by the student. Further, selected students will have to give an undertaking that they will not drop out of the course mid-way and would face penalty if they do
Program Strategy: Mission Law Education promises a fruitful experience to students that enrol inidentified law colleges/institutes through it. The responsibility of Mission Law Education does not end with enrolling the students, it begins from here. Each student supported to take admission in an identified law college by Mission Law Education will be hand-held till s/he completes the law course and is registered with the Bar Council of India. In addition to providing academic support, Mission Law Education will also organize soft skills development program for the students and Juniorship under senior lawyers over the period of their law studies.

Implementing Agencies: The implementing agencies are the three organizations that have initiated the Mission Law Education Program Viz. Aspire India Foundation, Sir Syyed Educational and Social Welfare Society and Vision India Welfare Trust. Details regarding each implementing agency have already been mentioned in the introduction section above.
Selection of Colleges:
These were private colleges that agreed to lower their course fees forunderprivileged students identified by Mission Law Education. The annual course fees that a privatecollege affiliated to Chaudhary Charan Singh University can charge for BALLB/LLB course from studentsis RS 38000/-. Some private colleges charge annual course fees in lakhs from students for pursuing alaw degree. Mission Law Education was successful in negotiating an annual law course fee of RS 25000/-at a few colleges. Not only this, the selected law colleges also agreed to the condition set by MissionLaw Education that initially the students would pay only RS 5000/- + RS 120/- (registration fee), giventheir economic status, and secure admission in the college/institute. Thereafter, they would apply forGovernment Scholarship, which is of RS 25000/-. And, when the scholarship comes, the student wouldpay the remaining course fee amount i.e., RS 20,000/-. Mission Law Education would raise funds to paysemester examination fees, etc., of the students.

PROJECT IMPLEMENTATION REPORT

Students selected:
A total number of 25 students (12 Girls and 13 Boys) are covered under the MissionLaw Education program. The process that was followed to identify the students included writing toNGOs, activists, schools and through word of mouth. The students and their guardians were counselledbefore they were finally selected based on the criteria mentioned above under Project Outline.Although, the target set by Mission Law Education for academic year 2021-22 was selection of 100students, the achievement was 25% owing to a number of factors- delays in BCI giving approval lettersto law colleges for admitting students in academic year 2021-22, due to Covid situation and difficultiesin normal functioning of offices and lack of resources and staff for undertaking extensive communitywork for identifying eligible students. The following is the list of 25 selected Mission Law Educationstudents. Seven students are pursuing LLB course.
Out of twenty-five students, seven students are in the LLB course and eighteen students are in the BALLB course. Among those in BALLAB course, one student Sania Idreesi (the first underprivileged student identified by Aspire India Foundation for support to pursue law during a meeting facilitated by Sir Syed Educational and Social Welfare Society) took admission in 2018-19. Like-wise Sir Syed Educational and Social Welfare Society enrolled two students, one in the BALLB course and the other one in the LLB course, in 2020-21. The rest of the students were enrolled in LLB and BALLB courses in 2021-22 when the Mission Law Education program took a formal shape.
Colleges selected:
Mission Law Education has successfully negotiated low annual fees for law course at two private Law Colleges/Institutes located in Greater Noida and one located in Hapur district. These are Kailash Institute of Law and Vijay Singh Pathik Institute of Law in Greater Noida and Dayawati College of Law in Hapur district. All the three selected law colleges are affiliated to Chaudhary Charan Singh University. The low fee benefit is extended by these colleges only to students that take admission in these law colleges via Mission Law Education.

Mission Law Education has developed a number of working material including information, communication and fundraising material, and document containing terms and conditions that students have to fulfil.
